The main feature of this light is that it is very slim and light. It's basically just two pieces of pressed and punched aluminium forming a strangely lightweight floodlight panel.
It's based on an unusual COB style LED array with what appears to be a current regulating circuit with an unidentifiable chip and a big transistor doing all the hard work.

    I wouldn’t trust the colors of the wires as to which is ground wire. You’d think it would be green, but I’ve bought some of these early version Chinese made flood lights….opened them up to check wiring, and voila. Green was one of the legs out of the driver instead of the actual ground. The ground was “glued” to the case with hot glue gun material. Danger will Robinson!

    STM18 seems to indicate this is part of the STM18xxxx voltage controllers manufactured by ST Microelectronics in Switzerland, a well known manufacturer. I would suspect that the "C" designates a custom part made for a specific customer and that the rest of the part number designates something like the intended voltage and the design version.
