This is a generic clone of a very dubious product that goes under various names with buzzwords like "neo", "shark" and "doctor".
These devices claim to reduce your fuel consumption by balancing the electrical power in your vehicle. This one from ebay is quite positively a luxury version, since it does at least contain a 1000uF 25V capacitor alongside the obligatory LED that shows something's happening.
This one contains twice as many components as needed for it's function, with two 1K resistors in series with the LED, a bizarrely high 1.5 Megohm resistor across the LED and the capacitor just banged across positive and negative. There's a fuse which is nice.
So basically it has a white LED that lights up under the futuristic looking blue cover. The microscopic level of supply smoothing is not going to save you fuel or increase the vehicles power.
It's a cheap placebo. But at least it didn't go as far as potting the "electronics" in resin like some versions (with just LEDs and a resistor) do.
ironically people who think they are getting poor fuel performance will almost inevitably think something like this has improved their mileage greatly when they actually work out the fuel consumption of their vehicle. They would get the exact same result if they worked out their fuel consumption without this plugged into their lighter socket.

It works, it saves you fuel when it shorts and cooks your cars wiring, you can't use fuel if the car doesn't start xD
I almost purchased this about 7 days ago. A friend is convinced that it he saves fuel with this device. I was and am very sceptical of just about anything these days.
I have asked him to show me some evidence. All i got was believe me it works.
Without hesitation I said u are deluded. Then few days later I come across this video.

Just seen an advert on youtube for this. First thing I look through is Clive's video's as I was curious about what was actually inside and the humour of course that comes with it, I knew you wouldn't disappoint. Scary and crazy people must still fall for these scams despite video's like this or why bother to run the scam in the first place.
Bought one. Plugged it into my Nissan Murano and the car has an economy meter on the dash. Before use the mpg was consistently 18.1 after 19.8. Almost 10 % increase in mpg. For the cost about $25 I can't complain. My Nissan Versa Note went from 36.6 mpg to 38.6. I'm a believer.
Did you run it through a Britta then distill it a second time?

October 2021 and I have just seen an advert for one of these (Fuelsaver) it's now claiming a 40% saving and that a rusty VW beetle ran for 2096 miles on a single tank of fuel. It's also claiming you will get "More Horsepower" and "Higher Throttle Response". And all for only $26.95!
Great video Clive stamping out snake oil. There's a bullshit advert doing the rounds on YouTube at the moment with regards to this product. Put it this way, most of the money has been spent on marketing.
YouTube is now running ads (before videos play) for this stupid thing again…for $26.95!! The advertiser is simply calling it “Fuel Saver”. Could you repost this video with title & tags for the Fuel Saver Device? I’m concerned that so many financially desperate people will fall for the scam at such an awfully inflated price.
