While looking at some other rotating lens style disco lamps I came across this one that can also operate as a standard white light source by switching it off and on again quickly. It's actually quite neat inside.

Clive was exactly right about the 1.5k resistor. When you look up now, there are schematics for that IC on Google images, there is a pin called "clk" with a resistor to take action when you give it a pulse via turning off and on the main supply. Its own capacitor supplies enough power to keep S4220 running for this short period of time.
I got one of these when I first saw this video and I loved it until one of the white LEDs went faulty which caused all of the white LEDs to strobe rapidly. Mine also started on standard light mode and didn't have a dual mode

Speed control can be achieved by putting a 200 ohm trim-pot on the red motor wire. All these rotating lights seem to use the same standard motor. I have found a 100 ohm trim pot will slow the motor to about half speed and a 1K ohm pot is too high and does not give fine speed adjustment. There is NO issue with the motor starting, it does NOT need a higher voltage kick to start it. The slower speed is nice.

I see that "flex" means something different in the UK than the US. Here, "flex" refers to a flexible metal (or, recently, plastic, too) conduit that you run wires through. Your "flex" sounds more like our "Romex", NMC (nonmetallic conduit), or UF (underground feeder, a sort of Romex rated for direct burial).
Did you edit out the motor circuit and mechanism?

Couldn't you use a solid state relay to see if there's a hidden snubber network?
