Wiring the LED into the emitter as in this circuit increases the turn-on threshhold by the voltage drop of the LED. This is a cheap way of reducing the sensitivity of the circuit.
My gut instinct says interrupting the LED current as opposed to shunting it would tend to increase the power consumption when a capacitor-dropper PSU is used, because this is then more like a constant-current source and you would be reducing the voltage below Vf, as opposed to allowing it to rise to the PIV of the Zener diode.
I also think there is something slightly creepy about something that looks like a hideous glowing mushroom growing out of a power socket

You mentioned, that they draw more power if they are turned off by shorting the supply but that is missleading. They draw more current, but it is reactive current and does not account for actual power usage.

How about you desolder the LED, and connect it in between the VBUS and the transistor's collector. Then short out where the LED used to be (won't cause excessive current through the base, because the 110K and 12K resistors limit the current already)
NPN emitter follower. It doesn't amplify the voltage, but the current. Something like a zener regulator with a NPN pass transistor to increase the current. The LDR/resistor divider provides a variable voltage and the NPN amplifies the current.
Those small toadstools are slightly lethal – you can just unplug the LEDs from the non-isolated supply. The ones I saw had some hilarious Chinglish on the box.
