When I saw this on eBay I immediately bought one to see if the chrome case was connected to the screw section of the lamp base. It is! They also do a white one that has a case that isn't directly connected to the mains....

    I had an old TV a long time ago, the ones with the live chassis. Now I didn't think the chassis was really live, turnout it did have some potential. I found this out when one of the buttons with a metal cover was faulty and you had to really press it in to make it work, so much that the metal cover just brushed against the chassis and gave you a zing.. lovely. I found out about another one when I took a feed from the speaker through some resistors to a PC sound card to record some TV theme tunes. Turns out that was at a slightly higher than expected potential as well. oops. Sorry soundblaster.
