There's probably an unglamorous reason that the LED street lights around this whole block are strobing in sync:-
First guess - failed power supply for the controller in "hiccup" mode (keeps failing to start).
Second guess - defective controller crashing repeatedly.
Third guess - Programming error or corrupted program.
But really - I kinda want it to be a test routine loaded into a networked controller remotely by a hacker.

All the street lights around that block are strobing in sync, and it makes me wonder: is a power supply fault, a control system, fault, a programming error or is a hacker testing? The software.
It's stage 1 of the mind control program. Do not look at the lights.

I just saw something similar here along the Danube, a row of lights did the same.
Only logical thing to do is to keep watching them in case they start to blink out some morse code or binary 😉
One time i've seen anything similar was when the light sensor (that turns them on when it goes dark and off when it gets light) is reacting to the electric light. "oh it's dark, turn the lights on… oh it's light, turn the lights off"
Extra couple zeroes in the PWM timing programming?
It's either that or someone cheaped out and used a puny diode.
Instead of a full-wave bridge rectifier!
