This little thing ain't going to heat your room unless it's quite small. I'd guess it's for heating small areas for things like incubation or pets.
It does seem to have some basic overheating safety features along with more electronics than I expected.

Nice tear down ! …. for the same wattage you might just obtain an ( old skool ? ) Tungsten filament lamp , plug it in and " cuddle up to it " ( ? ) , also , as a BONUS , it lights the room ( OMG ) … SO MUCH modern " stuff " has electronics where it's JUST NOT needed ( keep complicated electronics to computers / digital TV's were it REALLY works ! ) .. from a guy that repairs folks " busted " stuff …. I got one of these and shoved it up my mother-in-laws butt and even turned on it gave out ice cold hatred. Best air con unit ever.
That looks like a great product for a small room, if you ran a couple of them. I wish you would give us some idea of how much heat it gives off. You always tend to focus on how stuff is built more than how well it works, which is frustrating.
I love that rugged construction. Plus the cheap PC-case/PSU fan which, should the thermal fuse fail to trip, may result in a drippy fiery mess right below the unit.
