There's quite a wide range of these ultrasonic water fog generating devices available on eBay. Unlike the traditional ones that have a large piezo disk submerged under water, these ones have a ring of piezo material that agitates a stainless steel disk with a wick pressed gently against it. This results in a very efficient water atomiser that requires very little power to operate.

In case everybody else came a-gutser on searching for that transistor, I think I may have stumbled on it. Found a page saying that X0YV (with a zero) is an AO3400A N-channel MOSFET.
The topology of the output stage is almost identical to a single-ended amplifier driving a speaker. My experience with electronics is mostly in audio frequency amplification, so I'd actually be surprised not to see that capacitor at the switching device's gate/emitter/grid. Interesting how our personal indoctrinations color our perception.
