A look at a rather odd module from eBay that looks as though it might be designed to fit into an existing housing or be used on its own. The PCB has been coated in a silicone-like gel for protection and maybe to reduce the risk of a shock, but it should be treated as being live. The reflector/heatsink is earthed/grounded.
The short lead does appear to be copper and when tested the power rating is initially 100W before the unit comes up to temperature and the circuitry throttles the power down.

    This actually looks like a pretty reasonable way to heat a greenhouse in winter in the UK, and you get a grow-lamp out of it at the same time, you could stick it on a thermostat and grow potatoes or something. Use a fan blowing across it to even out the temperature in the greenhouse.
